The organizations do not publish a list of nominees until 50 years after the awards have been given. For older awards given outside this time frame, check out this link for medicine. The other awarding institutions have not yet provided a database of nominators and nominees.

No. To quote Alfred Nobel:
It is my express wish that in awarding the prizes no consideration whatever shall be given to the nationality of the candidates, so that the most worthy shall receive the prize, whether he be a Scandinavian or not.
